Pixelmator is worth a look. I have a legit copy of CS3 which I only dip into if I need to do something which Pixelmator doesn't do; for 90% of what I need to do, Pixelmator is quicker and easier to work with:

Pixelmator does exactly what i need it to!
only question i have is can i change an existing image from over 1mb to a smaller file size, i used to do it via MS Paint on the PC by altering the size of the entire picture?

You can resize images using Preview, it's the default app used to view pics and PDFs. There should be an edit type button on the toolbar at the top which has a resize option in it.

Pixelmator can do this, no need for other software. Use Google, the answer is in the first result.
Generally speaking there are two ways of changing file size. Resolution or compression.
Resolution (or image size) is how big the image is. For sharing online on sites like CS you don't want to go wider than 1024 px.
Changing resolution is also the only way to decrease file size, without lowering the quality.
Compression determines the image quality. A hefty JPG compression creates "artifacts" which make the image seem lower quality.
JPG compression is often measured in level of quality on either a scale from 1 to 12 (as in Photoshop) or a percentage value. I'd never want to go below 80% quality as the compression then starts to become evident.
For photos I'd recommend to use flickr for hosting as their free accounts do not have a file size limit and they offer resizing options for sharing the image on other websites.

I think Flickr do have a file size limit. I tried to upload a 45mb image and it would not let me because

No point in uploading an image that size to flickr anyway. Unless it's a huge ass stitched photo and you want it to show the full resolution!?
