First of all what should be on screen if its blocked and secondly is there anything that can be done?

You won't be able to activate it if imei is blocked. If sim is blocked do a restore and everything will wirk

Do Apple block phones?

I didn't think they bothered to block them. It will probably be the sim that is blocked.

The IMEI is blocked which means you cant activate it.

it just wont pick up a signal, everything else will work as normal

a proper block via imei wont activate if you reset the phone and go back to a fresh install of iOS

In the UK, or Spain? As said, a proper block from a UK network 'shouldn't' work, but will usually work if its sent abroad.
