I have a mentally handicapped girl live 2 doors down from me, she's out at all hours screeching about the garden.

I just turn the TV up, Never would it cross my mind to do this...

Agreed. If my neighbour was being a pest I'd just go tell them, doesn't matter the kid is handicapped.

I hand wrote a note and put it through a neighbours door and they thought my handwriting was threatening.

Maybe i shouldn't leave a phone number, but i like them ringing back just so i have their phone number and can ring up in the middle of the night.

Normal kids can control what they do, and understand when things are socially unacceptable, some mentally handicapped people don't.

If someone came round to me complaining, I'd respect their right to do that, but I'd expect them to respect my right to tell them to fuck off and get over themselves. If they had a big problem then can call the police.

A dog doesn't understand what is socially acceptable, but I'd still expect people to keep their pets from making excessive noise.

If a kid is making noise to a point where it is affecting the people who are living in the area, the parents need to take action.
That the kid in question might have a handicap is completely irrelevant.
