That's not legal anywhere. Even if the letters and numbers were in the right place, it'd not be allowed.

thats defantly not irish.

irish plates are
00-D-8857
00 being th year the car was registered in.
D being the county it was registered in.
and 8857 being the number it was registered in the county(eg.first car regged = 00-D-1)

I saw B19 DYX on a vecrta once. Was pretty funny coz there was a group of us in the car at the time and he saw us staring and just laughed

Not exactly, depends which county the car is first registered in and what year. And you mean NI plates btw.

My corsa was CKZ 50**
My Nova was LIW 3099
They cab ne RXI ****
RDZ, etc .....
