This is a 230v-15v step down transformer that feeds a 150w 15v halogen lamp and a pcb and the component that's blackened is burnt out but I'm not sure if it's a cap or resistor. It's on a sub feed to the PCB. I don't know if it's just a smoothing cap or what.

I don't do electronics, but I think its a fuse (resettable wire ended type): http://uk.rs-online.com/web/c/fuses-sockets-circuit-breakers/fuses-pcb/resettable-wire-ended-fuses/

you'll be better off desoldering it and see if theres any markings on the other side.

I thought it might have been a ceramic disc capacitor at first but yeah now you mention it, it does look like what's on the link. It would kind of make sense as a method of protecting the PCB. I might have to have a look on another unit as this component is fubbared.

My guess would be a cap used as noise suppression or smoothing on the transformer. As mentioned, there should be some identifying marks on the other side.
