Would a 205/40/16 and a 195/45/16 tyre both fit on the same size wheel? (7x16)

they will both fit, but obviosly the 205 will be more likely to rub depending on ur offset and if its lowered.

ET45 with it lowered 35mm. What's the difference with the tyre bein more streched on the rim? Will it affect performance much?

195mm is 7.7inches so will be fine on a 7 inch rim
205 is 8 inches and is also fine, but will look that bit wider than the 195
