I have a problem at work - we have a proxy set up for the internet and everything is scanned etc via the proxy. There are cetain URLs blocked too

I walked into one of the rooms today to find a junior playing on a site that was blocked After giving him a bollocking I wondered how he managed to get round everything and when I checked the connection settings in IE, the "connect via a proxy" box is unticked.

Is there a security setting that will stop people changing the proxy setting?
