Do i just need a new cd drive? or do i need other bits for it?
couldnt tell you what graphics card i have at the moment and i cant work out how to check on 7 
Just after being able to play bluray/hd stuff from the pc.

If you mean you want to play HD files, you don't need anything. Just the correct codec to decode the file.
If you want to play blu-ray discs, you need a blu-ray drive.
Simple as.

A bluray drive is all you technically need, depends on what graphics card you have/how fast the system is as to whether it will play smoothly or not.

Depends on the blu-ray and the monitor/tv you are displaying it on.
Some content won't play high res over an analogue conection.
DVI normally supports hdcp and of course hdmi.

You'll have to find out what graphics card you have, its much easier if you just download HD stuff, which doesn't help piracy.

Would you be willing to buy a graphics card if you had to?
If so, I'd buy the blu-ray drive and see if it works and how well then if need be buy the graphics card.
If you are spending the best part of 200 on a card and drive you are getting close to being better off buying a ps3 though.

id consider it but id rather not tbh, ill get the drive and see how/if it works then if not ill take it back/sell it on and consider just buying a bluray player as id never use a ps3.

You can get blu-ray players for about £100 now.
IMO, unless you don't mind arsing about, a standalone one is a much better option because it will just work.

hmmm will have a think, space is another potential issue aswell which made me originally thing the computer would be the best option.
