Was just wondering if i can take my wheel and the drum bit off at same time as some idiot never gave me the locking wheel key and need to change the wheel cylinder its a 54 plate mk4 astra

by removing the whole wheel, hub, stub axle you should be able to yes.

So you want to get inside the drum but leave the wheel bolted to it? If you have access to the hub nut you should be able to remove that and the wheel will come away with the drum face

Or just hammer a larger socket over the locking nut and remove it.
