Hi

I am looking for an app that can be used sort of like a note book, say i could upload a ten page document (agenda for a meeting eg) then flick through and make notes with a pen as if It was on normal paper,

You can annotate documents stored in Goodreader as well, if you've got that.

GoodNotes!!!

Fantastic app. Does just what you ask and much more. I use it daily. There's a free version with all functions but a two document limit.
