When i turn my laptop on it goes on to the windows xp screen like this

But doesn't get any further and reboots the computer! Only jus started doing it after working fine.
Any help appreciated

As the bios screen comes up, bash F8 until you come up with an XP menu - select the option "Use last known config" (something like that) and see if that works (usually does).
Otherwise, do the same and select safe mode instead, let it boot into safe mode then reboot.
Failing that, use the XP cd and do a repair

Please tell me is a dell 
Ive got a dell 1150 that has the voltage regulator problem where the plastic cover has pressed against it and fractured the solder points, gives the same behaviour.
Looked on the dell forums and thousands have the same problem
