crank sensor fault - often casue a sort of rev limiter around 4500rpm
often in the x20xev go faulty

does he have the EML on, if so get a paper clip test done.
limp mode cause's that, but mine didn't rev beyond 3.5Kand at that time it was the crank shaft sensor, the bracket snapped 
that was on me C16XE

No EML and he's done a paper clip test and got knock sensor fault. Its all in that thread.

The knock sensor 'fault' could be down to the fact that if the crank sensor is buggered, it'll be missing, hence the unwillingness to rev.

does not mension lumpy idle tho.
to clear the fault codes you can disconect the battery

the car is in limp mode i had a mk4 astra 1.8 with the same fault i can be a number of things
1. cam sensor
2. engine earth fault
3. egr valve
4. ecu (these are quite a common fault)
5. throtle body (also quite common)

dis conecting battery dose not work on cars equipped with can bus the need to be physicly read and cleared

egr valve will not alter the limit that the engine will rev too. only a few factors will lower the rpm limit-if either crank or cam sensor is failing, cambelt tensioner bolloxed and being too slack,cam pulley pick up peg snapped, wank oil and swarf causing crank sensor to read wrong, or ecu reading crank pickup wrong.
my guess would be its either needing the xev crank/cam sensor mod and sheathed earths, or the oil is wank and swarfy, bringing on knock circuit(cause there will be engine knock if oil wank) and due to knock, the ecu will limit the hall reading from crank sensor and limit at precisely 4550rpm.
