They're 2 different companies, they just advertise plates that are 'available' to them.
Chances are the current owner approached premier plates for a quote because they were looking to sell.

I doubt they will actually own it, they usually work by selling for people and getting a commission rather than actually buying the plates then selling them on themselves but it's got a buy now button so must be available to them

They can be on cars currently, just means they'll contact the owner and have them take it off when they find a buyer.
They're not all 'in stock' so to speak.

If they're advertising it then it's likely it is for sale but the current owner hasn't put it on retention yet either that or it's recently sold but hasn't been taken off the site yet. Worth a phone call to check though
