pretty much yes.
iv heard the heads are better on the xel. some xel's have a different inlet
i think the ecu's may be different not 100% sure though

im quite sure the xel was made to be slightly better on emissions but runs a bhp or 2 slower than the normal 16xe. if the ecu is different just use it from the x16xe 
cant see the bottom end being any different tbh but im sure someone will correct me on that...?
