when i bought the car, the vin plate was loose, and the panel bit were it is , has gone rusty,

what can i stick it down with? as the holes of where it goes is rotton.

or will i need to buy a new panel

Depending how bad it is you could probably just use washers on the back of the rivets or if that doesn't work, move it somewhere else.
