wheel cleaner like wonder wheels, then autosol, then baby oil.

vinegar and bi carb mixture
let it soak the use a toothbrush to brush off
gets rid of surface rust too

Metal polish, local bike shop will have some. You just keep rubbing it in and it brings it up mint. It's got like a t-cut forumla with some polybeads in that takes away the crap and leaves it shining, dependant on how dirty it is obviously.. But as IvIarkgraham said vinega and bi-carb mixture in a bucket will be good over night.
