- ok so she did steal their sim / use it illegally, but the real value of that internet usage is minimal.

It's only because of the high cost (e.g. any data used over an allowance is charged at an extortionate rate - hence seriously high bill) - that the jail time seems relevant.

If you actually thought about the crime, the data transferred is probably about $80's worth...

Phone companies shouldn't get away with that in the first place.

How can a bill that size not be flagged up way before, even for a company.

Exactly, if she had done the same thing with a credit card she would have been stopped and probably tracked then arrested after a much smaller amount of fraud was conducted.

Actually, they don't cancel the credit card before they figure out who's using it which is fairly simple to figure out using the information provided by the fraudster.
