Got my car on saturday but the trader didnt have the v5 due to someone messing him about or some shit. Do i need to enclose £25?

I have the green slip, do i need to send that with it or shall i keep it?

if you've got the new keepers supplement you wont need to pay the £25 or whatever it is now

i always make sure i send this kind of stuff recorded though
