putting r1 carbs onto a c14se engine is it possible to run them without changing management?

you would either need new managment to keep running the coil pack,or you could change to an adjustable dizzy setup then just get some sort of rev limiter fitted.

what do you mean by pick up?you may have to change you cam and carrier as i cant remember if the cam still has a drive in the end for a dizzy,been a long time since i had my nova with that engine in lol.

what you need to find is a nova or a mk2 astra with the dizzy setup on(same engine just different ingition setup)and swap it all on to yours,you will need a coil also.

will this mean i can adjust ignition timing to suit the extra fueling too

yeh as long as you get the dizzy that can be adjusted which should be fitted to an engine that has a carburettor.
