You need more than an air gun, you will need a compressor. If you don't have one the simple answer to your question is;

1) Put bumper in back of car.
2) Take it to a bodyshop.
3) Give them your paint code.
4) Collect it when done.
5) Fit it.

In which case you want to prep the part in question, I personally would go for a finish with about 320/400's.

Give it a quick wipe over with thinners, leave that to evaporate.

Tack rag it to make sure there are no particles on the surface.

Apply primer, a few layers won't hurt and you can bang them on every half hour or so as it is going off. Leave that to dry fully.

Key the primer, again 320/400 W&D will do it. Hit it with the colour of choice, again apply a few coats every 30 mins or so (depends on how much hardener you have put in if being pedantic).

Laquer you can either apply whilst the final coat is going off and repeat or do the same principle as stage 2.

Preperation and cleanliness is key to a good finish. I used to paint planes and that was the way we did it, albeit it was on a fast turnaround basis and you don't need the same level of finish on a plane as on a car but thats the basics of it.
