They'd technically let you use the phone with another sim yes.
They block your account but they don't bar the phone.

Actually you are wrong, a while back I had a massive phone bill that I didn't pay on time, they just rolled the balance forward to the next month's bill. You're probably just a shit customer that never pays on time...

When it happened on my work phone the lock on the account was removed within an hour. I had to turn it off and on a few times for some reason unknonwn to me...

they make you turn phone on/off as it reregisters the phone number on the network when it powers on
